民生政治:兜底性民生建设的历史嬗变及底层逻辑

摘　　要：兜底性民生建设是人民生活的最后一道保障,既离不开政治发展的支撑,也是国家治理现代化的重要目标。长期以来,兜底性民生建设经历了城乡集体福利之下的社会救济、社会化兜底保障与脱贫攻坚规划相衔接、以农村为重心推进专项民生兜底保障政策、新时代全面推进兜底性民生建设等四个阶段,逐步形成了面向全体社会成员的民生兜底保障网络。回顾发展历程,在中国特色社会主义制度优势的引领下,兜底性民生建设过程呈现出内在一致、外在多样的底层逻辑。具体而言,兜底性民生建设以人民为中心,满足人民对美好生活的向往;以公平为理念,在发展中推进兜底性民生建设;以人的需求为本位,系统提升兜底保障的全面性;以政府的首责为基础,创新民生兜底的供给途径,逐步走出一条包容进阶式的发展道路。Basic livelihood security construction serves as the last line of defense for people’s lives,relying on the support of political development and constituting an important goal of national governance modernization.Over the years,basic livelihood security construction has gone through four stages:social relief under urban and rural collective welfare,the integration of social safety net programs with poverty alleviation plans,the advancement of targeted basic livelihood security policies with a focus on rural areas,and the comprehensive promotion of basic livelihood security construction in the new era.These stages have gradually formed a safety net for all members of society.Looking back at its development process,guided by the advantages of the socialist system with Chinese characteristics,basic livelihood security construction exhibits an internally consistent yet externally diverse underlying logic.Specifically,it is people-centered,satisfying people’s aspirations for a better life.It upholds the principle of fairness and advances basic livelihood security construction amidst development.It prioritizes human needs,systematically enhancing the comprehensiveness of basic security provisions.With the government taking the primary responsibility,it innovates ways to provide basic livelihood security,gradually embarking on an inclusive and progressive development path.
