中国式现代化视阈下行政生态治理的指标叙事:方法内涵、范畴构建与实践向度

摘　　要：中国式现代化的实现程度根本取决于执政党引领的国家治理体系和治理能力现代化水平,其中公共行政状态是国家治理能力的重要衡量标准,行政生态治理则演绎为推进中国式政治现代化的关键议题。中国式现代化在行政领域具象化为行政生态治理现代化,既有研究已完成理念和制度上的叙事转变,但在技术和方法上的叙事创新仍有可为空间,指标叙事是较佳方法论载体。中国式现代化视阈下的行政生态治理指标叙事,在方法内涵上根植于现代化治理论、生态系统论以及政治生态平衡论等理论基础,形塑于行政生态分析及其治理原则把握的社会主义政治文明探索基础;在内容范畴上构建起包含党政主体、政务行为、政治场域、行政目标的4个维度、12个评价子系统和若干个评价要点的指标治理体系;在实践向度上划分为评价、归因和恢复的三段式指标叙事模块,落实在具体行动上将有助于涵养符合中国式现代化特征的社会主义政治文明。The achievement of Chinese modernization hinges on the modernization level of the state governance system and the capacity of the ruling party to govern.The state of public administration is a critical measure of the national governance capacity,and the management of administrative ecology has become a key issue in advancing China's political modernization.Chinese-style modernization is realized in the administrative field through the modernization narrative of administrative ecology governance.While existing studies have transformed the narrative in terms of concepts and systems,there is still potential for narrative innovation in techniques and methods.The indicator narrative plays a crucial role in innovating the modernization of administrative ecology governance.It can enhance the framework of the administrative ecology governance indicator narrative from the perspective of Chinese-style modernization,following the“methodological connotation-category construction-practical orientation”framework.Specifically,the indicator narrative of administrative ecology governance,from the standpoint of Chinese modernization,is rooted in theoretical foundations such as modernization governance theory,ecosystem theory,and political-ecological balance theory.It is shaped by the exploration of socialist civilization based on the analysis of administrative ecology and the understanding of governance principles.In terms of content categories,an indicator governance system encompassing four dimensions-the Party and government subjects,government affairs behaviors,political fields,and administrative goals-along with 12 evaluation subsystems and several evaluation points is constructed.In terms of practical orientation,it is divided into a three-stage indicator narrative module of evaluation,attribution,and restoration,and is implemented in actions to foster a socialist political civilization that aligns with the characteristics of Chinese modernization.
