创新体制化:基层治理创新异化的一种解释  

Institutionalization of Innovation:An Explanation for the Distortion of Grassroots Governance Innovation——A Case Study of County B's Ethical Standard Advancement

摘　　要：基层治理创新的推进形式影响创新的实践效果。基于B县文明创建的实践过程考察,从“体制机制”的角度理解当前基层治理创新异化现象,发现创新体制化是形塑基层治理创新异化的重要制度机制。创新体制化意味着基层治理创新不再是根据治理环境变化产生的机制行为,而是一种稳定的体制性行为,具有创建科层化、经费专项化以及规范刚性化等特征。创新体制化的运行呈现出以“县”为主的跨领域动员、全过程督查、多主体考核的“三位一体”模式,“排位”式考核和注意力竞争是推动基层治理创新体制化的制度逻辑和主体逻辑。从结果来看,创新体制化不仅消解了基层治理创新的灵活性与适应性,而且破坏了基层治理生态,削弱了基层治理效能。基层治理创新应具备机制性思维,警惕机制创新的体制化倾向,以实现基层治理效能提升。The promotion of grassroots governance innovation affects its practical effect.Based on the investigation of the practice process of advancing ethical standard in B County,we understand the current phenomenon of innovation alienation in grass-roots governance from the perspective of the“system mechanism”,and find that innovation institutionalization is an important institutional mechanism leading to innovation alienation in grass-roots governance.Institutional innovation means that grassroots governance innovation is no longer a mechanism behavior produced according to the change of governance environment,but a stable institutional behavior,with the characteristics of creating bureaucracy,special funds and rigid norms.The operation of innovation institutionalization presents a“trinity”model of all-field mobilization,whole-process supervision and all-round assessment based on“county”.The“Ranking”Assessment and attention competition are the institutional logic and main logic driving the institutionalization of grassroots governance innovation.As a result,the institutionalization of innovation not only dissipates the flexibility and adaptability of the innovation of grass-roots governance,but also destroys the ecology of grass-roots governance and weakens the efficiency of grass-roots governance.Grass-roots governance innovation should have institutional thinking and be alert to the institutionalization tendency of mechanism innovation.
