摘　　要：网格化管理现已成为各地基层治理的重要模式,但在其运行过程中存在的选择性执行问题尚未得到学界应有的关注。基于对青岛H区的案例研究,从技术治理二重性视角考察了网格化管理中选择性报件的微观过程及生成逻辑。研究发现,选择性报件是技术治理二重性及其内生悖论的同构化结果:一方面,作为精细化管理手段的网格化管理目标管理责任体系引发了专职网格员在事件上报过程中的选择性;另一方面,作为现代化管理技术的网格信息平台在网格化管理中的应用,使标准化、修辞化的网格事件替代了复杂化、场景化的社会事实。选择性报件呈现了由行政主导的技术秩序筛选社会事实的微观机制,并揭示了作为典型技术治理形式的网格化管理对复杂治理事项的消解过程。Grid management has become a crucial model for grassroots governance across various regions.However,the issue of selective implementation in its operational processes has yet to receive sufficient attention from the academic community.Based on a case study of District H in Qingdao,this study examines the micro-level processes and generative logic of selective reporting in grid management from the perspective of the duality of technological governance.The study finds that selective reporting is an isomorphic outcome of the duality of technological governance and its endogenous paradox:on the one hand,the grid management target management responsibility system as a refined governance tool has triggered the selectivity of dedicated grid attendant in the process of incident reporting;On the other hand,the application of modern information technology platforms in grid management has result in standardized and rhetorical grid events to replace complicated and scene-oriented social facts.Selective reporting reveals the micro-mechanism through which administratively driven technological order filters social facts,and it uncovers the process of dissolving complex governance issues by grid management as a typical form of technological governance.
