共同富裕目标下农村劳动力回流的价值意蕴、问题审视及应对策略

摘　　要：实现共同富裕是中国式现代化的重要目标,农村劳动力合理回流对实现共同富裕、推动乡村振兴战略实施具有重要意义。当前,在共同富裕目标下引导农村劳动力合理回流有利于加强党对农村工作的领导,推进城乡融合发展,是对“以人民为中心”的发展理念的积极回应。当前在共同富裕目标下农村劳动力回流存在一些困境,主要体现在农村政策执行不到位、就业平台资源匮乏、公共服务保障不完善、农民心理落差较大和城乡收入差距较大等方面。为此,在共同富裕目标下要以优化农村制度执行增强农村劳动力回流的意愿、以推动乡村产业振兴巩固农村劳动力回流的内在支撑、以完善公共服务保障加强农村劳动力回流的物质基础、以加强舆论宣传引导坚定回乡农民的信念支撑、以提升农村劳动力收入提高农村的吸引力。在乡村振兴战略实施过程中,充分发挥好回流农村劳动力的积极主动性,让他们在实现农村共同富裕的过程中发挥更大的作用。Achieving common prosperity is an important goal of Chinese path to modernization,and the reasonable return of rural labor is of great significance to achieving common prosperity and promoting the implementation of the rural revitalization strategy.Currently,guiding the appropriate return of rural labor under the goal of common prosperity is conducive to strengthening the Party's leadership over rural work,and promoting urban-rural integration,which is a positive response to the concept of“people-centered development”.There are currently some difficulties in the return of rural labor under the goal of common prosperity,mainly reflected in the inadequate implementation of rural policies,lack of employment platform resources,incomplete public service guarantees,significant mind differences among farmers,and large income gaps between urban and rural areas.Therefore,it is necessary to optimize the implementation of rural policies to enhance the willingness of rural labor to return,promote the revitalization of rural industries to consolidate the internal support,improve public service guarantees to strengthen the material guarantee,strengthen public opinion publicity to guide and strengthen the belief of returned farmers,and enhance the income of rural labor to increase the attractiveness of rural areas.In the process of implementing the rural revitalization strategy,we need to fully tap into the initiative of returned rural labor force and enable them to play a greater role in the process of common prosperity.
