摘　　要：为了提升浙江省海洋生态环境治理机制的运行质量,基于系统控制论建构覆盖治理体系、治理能力建设,集“法规制度、监测力度、执法效能、治理效果”四大要素为一体的海洋生态环境高质量治理机制分析模型,剖析浙江省海洋生态环境治理法规制度、监测力度、执法效能的建设瓶颈及治理效果的短板,从完善立法体系、强化海洋法律事务主体协调性两个维度提出优化海洋生态环境治理体系对策,围绕海洋生态环境监测预警应急能力、监测布局、监测体系协调性、执法装备配备和科技化水平以及综合执法力度等五个方面明确提升海洋生态环境治理能力的路径建议,打造浙江省海洋生态环境高质量治理长效机制。To improve the operation quality of marine ecological environment governance mechanisms in Zhejiang Province,this study constructs an analytical model based on systems control theory.The model covers the governance system and capacity building,integrating four major elements:regulatory frameworks,monitoring efforts,law enforcement efficacy,and governance outcomes.It identifies bottlenecks in regulatory systems,monitoring intensity,and law enforcement efficiency,as well as deficiencies in governance performance in Zhejiang Province.To optimize the marine ecological environment governance system,two strategies are proposed:improving the legislative system and strengthening coordination among marine legal entities.For governance capacity enhancement,five pathways are outlined:strengthening marine ecological environment monitoring,early warning,and emergency response capabilities;optimizing monitoring network layout;improving coordination within the monitoring system;upgrading law enforcement equipment and advancing technology;and intensifying comprehensive law enforcement efforts.These measures will thereby establish a sustainable,high-quality governance mechanism for the marine ecological environment in Zhejiang Province.
