摘　　要：解析了我国林业发展阶段和生态保护建设的发展历程,系统总结了20多年森林生态保护建设及林业生态工程的生态保护成就、存在问题和面临挑战。分析了新时期实施重要生态系统保护和修复重大工程、山水林田湖草沙生态保护修复工程和科学绿化等对森林生态保护的新要求,提出了森林生态保护工作重点,包括提升森林培育潜力,落实森林经营方案,完善和配套外来入侵病虫害防控、森林火灾防控体系,优化野生动植物栖息地保护网络,提升森林生态保护技术支撑体系和条件能力建设,并就森林生态保护适应性政策制度完善、工程项目规划、条件与能力建设提出了建议。This paper analyzed the development stages of forestry in China and the development process of ecological protection and construction,and systematically summarizes the ecological protection achievements,problems and challenges in the ecological protection and construction of forests and forestry ecological projects over the past 20 years.It analyzed the new requirements for forest ecological protection in the new era,such as the implementation of major projects to protect and restore key ecosystems,ecological protection and restoration projects for mountains-rivers-forests-farmlands-lakes-grasslands-deserts,and scientific afforestation,and puts forward the priorities for forest ecological protection,including enhancing the potential for forest cultivation,implementing forest management plans,improving and supporting the prevention and control systems for invasive alien pests and diseases and forest fires,optimizing the protection network for wildlife habitats,enhancing the technical support system and capacity building for forest ecological protection,and puts forward suggestions on improving the adaptive policy system for forest ecological protection,project planning,conditions and capacity building.
