摘　　要：为应对数字化、网络化、智能化为特征的新一代信息技术引领下的军事科研创新发展,解决现有标准规范体系的局限性,对军事科研数据资源建设环境进行扫描分析。结合军事科研数据资源建设业务流程梳理,提出一个包括基础类、业务类、资产管理类3层结构的标准规范体系框架。To facilitate the innovative development of military scientific research powered by the new generation of information technology characterized by digitization,networking,and intelligence,and to address the limitations of the existing standards and norms system,the environment of developing military scientific research data resources in reference to the process of developing such resources is analyzed.In the end,a three-layer standards and norms system is proposed,covering basic data,business data,and asset management data.
