摘　　要：致命性自主武器系统发展带来的概念、标准、伦理、法律等问题,已成为影响致命性自主武器系统军控谈判的主要因素之一,引起国际社会的高度关注。科学分析各国在致命性自主武器系统基本定义、分类标准、伦理问题、法律适用等方面的分歧,系统梳理技术、利益、认知和竞争等内在动因,提出明确概念内涵、实施分类管理、出台指导性伦理准则、建立标准体系和审查机制等建议。The development of Lethal Autonomous Weapons Systems(LAWS)has raised significant concerns regarding concepts,standards,ethics,and legal issues,which have drawn close attention from the international community and become a major factor influencing arms control negotiations in this field.It is essential to analyze the divergences in the basic definitions,classification standards,ethical issues,and legal applicability of LAWS.This involves systematically sorting out the intrinsic motivations,such as technology,interests,cognition,and competition.In this paper,it is suggested that we should promote the development of LAWS,in a well-regulated way,by clarifying conceptual implications,implementing classified management,establishing guiding ethical guidelines,and developing a standards system and review mechanisms.
