摘　　要：在国家治理体系和治理能力现代化进程中,数字政府建设扮演着核心角色,对促进社会经济的高质量发展具有重要影响。然而,在此过程中,数字政府建设仍然面临着一系列复杂的伦理风险,包括数据共享与隐私保护的平衡、技术与制度的协调发展、社会公平与数字鸿沟的扩大及算法公正性与人文价值的协调等。为了有效应对这些过程中发生的伦理风险,本文从制度伦理、技术伦理和责任伦理三个维度出发,提出数字政府建设的伦理规制策略,为推动数字政府现代化进程奠定基础。In the process of modernizing the national governance system and governance capabilities,the construction of digital government plays a central role and has a significant impact on promoting high-quality social and economic development.However,this process faces a series of complex ethical risks related to digital government construction,including balancing data sharing with privacy protection,coordinating technological advancement with institutional development,addressing social equity while mitigating the widening digital divide,and reconciling algorithmic fairness with humanistic values.To effectively address these ethical risks that arise during this process,this study approaches from three dimensions:institutional ethics,technological ethics,and accountability ethics.This paper proposes regulatory strategies for the ethical governance of digital government construction to lay a solid foundation for advancing its modernization efforts.
