摘　　要：政务诚信是社会信用体系的重要组成部分,实施政务诚信建设对于培育诚信社会具有重要而紧迫的现实意义。通过立法路径将政务诚信的道德义务转换为守信践诺的法律义务,将政务诚信的政策要求转换为权责明晰的法律规范,是进一步加强政务诚信建设的关键。海南自由贸易港积极探索政务诚信立法是法治政府建设的必然要求,同时也是优化营商环境的客观需要。海南自由贸易港政务诚信立法应当确立发展与服务并重的立法理念,采用单独立法模式和“总-分”的立法结构。在总则部分需明确政务诚信立法的适用对象为各级人民政府和公务员,适用范围包括政府对内的管理活动以及对外的履约状况;在分则部分应围绕立信机制、守信践诺和失信责任建构相关法律制度。Government integrity is an important part of the social credit system.The implementation of government integrity construction has important and urgent practical significance for cultivating an honest society.The key to further strengthen the construction of government integrity is to transform the moral obligation of government integrity into the legal obligation of keeping promises through the legislative path,and to transform the policy requirements of government integrity into legal norms with clear rights and responsibilities.Hainan Free Trade Port's active exploration of government integrity legislation is an inevitable requirement for the construction of the law-ruling government and an objective need to optimize the business environment.The government integrity legislation of Hainan Free Trade Port should establish the legislative concept of paying equal attention to development and service,adopt a separate legislative model and a'general-specific'legislative structure.In the general part,it is necessary to clarify that the applicable objects of government integrity legislation are people's governments at all levels and civil servants,and the scope of application includes the government's internal management activities and external performance status;in the special provisions,the relevant legal system should be constructed around the mechanism of establishing trust,keeping promises and breach of trust.
