摘　　要：《广东省新型农村集体经济发展促进条例》是全国首部专门促进并引领新型农村集体经济发展的省级地方性法规,采用“小切口”立法创制模式,坚持守正创新的法治理念,立足富民兴村,体系化规范新型集体经济运行机制和多样化发展路径指引、扶持保障措施等;基于新发展要求,注重对广东新型集体经济发展实践经验提炼固化,精准有效地带动农民增收致富,促进共同富裕;基于提质增效的目标,统筹安排扶持措施,协同构建配套机制,协调落实政府责任事项,凸显法治的促进、引领和保障功能。The Guangdong Provincial Regulations on Promoting New Rural Collective Economic Development?represent China's first provincial-level legislation specifically designed to advance and guide new rural collective economies.Adopting a"targeted legislative model",these regulations uphold the legal philosophy of integrity preservation and innovation.They systematically regulate operational mechanisms of new collective economies,guide diversified development pathways,and establish supportive measures centered on rural prosperity.By refining Guangdong's practical experiences under new development requirements,the regulations precisely drive farmer income growth and common prosperity.To achieve quality-efficiency enhancement,they coordinate supportive policies,construct collaborative mechanisms,and clarify governmental responsibilities,thereby manifesting the legal system's triple function of promotion,guidance,and safeguarding in rural economic governance.
