数字经济赋能农村创业的内在机理、制约因素与实现路径

摘　　要：2024年中央一号文件指出,“推进中国式现代化,必须坚持不懈夯实农业基础,推进乡村全面振兴”。农村创业不仅为实现乡村全面振兴注入新活力,也为加快推进农业农村现代化进程提供新引擎。数字经济的蓬勃发展为农村创业带来新局面、新机遇和新发展,探究数字经济赋能农村创业的内在机理具有重要意义。但当前,数字经济对农村创业赋能效应的有效发挥仍受到诸多因素的制约。为解决这些问题,需构建“有为政府—有效市场—创业主体”三位一体的数字经济赋能农村创业的实现路径,即有为政府需以新质生产力推动数字乡村建设和打造高素养数字化人才队伍,有效市场需完善数字化金融服务体系和强化农业创业孵化平台建设,创业主体需提升数字化经营能力和强化企业科技创新主体地位。The 2024 Central Policy Document emphasizes that"advancing Chinese-style modernization requires persistently consolidating agricultural foundations and promoting comprehensive rural revitalization."Rural entrepreneurship injects new vitality into holistic rural revitalization and serves as an engine for accelerating agricultural and rural modernization.The burgeoning digital economy presents novel opportunities for rural entrepreneurship,making it imperative to explore its empowerment mechanisms.However,current constraints—including inadequate digital infrastructure,skill gaps,and institutional barriers—hinder the full realization of this potential.To address these challenges,we propose a trinity implementation pathway:Proactive Governance:Develop digital villages through new quality productivity and cultivate high-skilled digital talent pools.Effective Market Mechanisms:Optimize digital financial services and strengthen agricultural entrepreneurial incubation platforms.Entrepreneurial Capacity Building:Enhance digital operational competencies and reinforce enterprises'core position in technological innovation.This framework aims to unlock the synergistic potential of government-market-entrepreneur collaboration,ultimately driving sustainable rural transformation.
