共同富裕视域下返乡青年创业的社会功能、影响因素与应对策略

摘　　要：实现全体人民共同富裕,农村农民共同富裕是关键,而推动农村农民共同富裕的关键是青年人才。农村青年返乡创业可以发挥创造就业岗位、带动青年回流、提升农民收入和促进乡村社会发展等积极的社会功能。其功能的发挥得益于青年的个体创业素质、家庭支持网络、政策性支撑力量和创新性运营策略等积极性因素。然而,返乡青年创业依然会受到环境、市场、政策、技术以及人才等条件制约。因此,有必要制定营造包容接纳的支持性乡村社会氛围、增强返乡创业青年的风险防范和品牌打造能力、制定符合当地经济发展水平的创业就业政策、引进有针对性的技术人员和技术部门对点帮扶以及打造多元化的创业就业平台吸引青年回流乡镇等措施,充分发挥返乡创业青年助推农村农民共同富裕的价值。Achieving common prosperity for all requires prioritizing rural common prosperity,where youth talents play a pivotal role.Returning youth entrepreneurship in rural areas generates significant social functions,including creating employment opportunities,reversing youth migration trends,increasing farmers'incomes,and advancing rural societal development.These outcomes stem from positive factors such as youths'entrepreneurial competencies,family support networks,policy support mechanisms,and innovative operational strategies.However,challenges persist due to environmental constraints,market volatility,policy inconsistencies,technological gaps,and talent shortages.To maximize the value of returning youth entrepreneurship in driving rural common prosperity,we propose:(1)fostering an inclusive rural social environment;(2)enhancing risk mitigation and brand-building capabilities among young entrepreneurs;(3)formulating locally-adaptive entrepreneurship policies;(4)introducing targeted technical support systems;and(5)establishing diversified entrepreneurial platforms to attract youth back to rural communities.
