摘　　要：目的分析我国医院医疗资源配置效率和发展趋势,为优化医疗资源配置提供决策依据。方法选取2017—2021年我国31个省市面板数据,利用三阶段DEA模型和Malmquist指数模型进行分析。结果我国医院医疗资源配置效率均值为0.841,东部、中部、西部差异明显,效率提升更多受规模效率制约。结合全要素生产率及分解结果看,技术效率和技术进步均制约了医院全要素生产率的提升。结论规模效率和技术进步是制约医院医疗资源配置效率提升的主要因素,我国医院医疗资源配置效率有较大的提升空间。应进一步整合医疗资源,科学规划布局,推进医院数字化转型升级,提升老年医疗服务能力,加强医院医疗技术创新能力。Objective To analyze the efficiency and development trend of medical resources allocation in China's hospitals,and to provide decision-making basis for optimizing medical resources allocation.Methods The panel data of 31 provinces and cities in China from 2017 to 2021 were selected,and the three-stage DEA model and Malmquist index model were used for analysis.Results The average efficiency of medical resources allocation in China was 0.841,with obvious differences among the eastern,central and western regions,and efficiency gains were more constrained by scale efficiency.Based on the total factor productivity and decomposition results,both technical efficiency and technological progress constrained the improvement of hospital total factor productivity.Conclusion Scale efficiency and technological progress are the main constraints for improving the efficiency of medical resources allocation at hospitals.There is great room for improvement in the efficiency of medical resources allocation at hospitals in China.It is necessary to further integrate medical resources,scientifically plan the layout,promote the digital transformation and upgrading of hospitals,improve the ability of medical services for the elderly,and strengthen the ability of hospital medical technology innovation.
