摘　　要：业务科室核心管理小组制度由集体讨论决定科室重要事项,党支部书记作为小组主要成员之一,参加科室重要事项的讨论和决策,是业务科室的建设与党的建设互促共进、将党的全面领导融入业务科室中心工作的重要一环。本文通过研究上海市公立医院业务科室核心管理小组制度,探索如何推进制度精准发力、落地见效,以充分发挥党支部战斗堡垒作用,充分体现科学管理集体决策的优势,更好地把党的卫生与健康工作方针贯彻落实到实处,进一步推动公立医院高质量发展,从而建设患者放心、人民满意的公立医院。The core management group system of the clinical and operational departments decides the important matters of the department through collective discussion.The secretary of the Party branch,as one of the main members of the group,participates in the discussion and decision-making of the important matters of the department,which is an important part of the construction of the clinical and operational departments and the Party construction,and integrates the Party's overall leadership into the central work of the clinical and operational departments.By studying the core management group system of the clinical and operational departmentss of public hospitals in Shanghai,this paper explores how to promote the system's precise force and effective implementation,so as to give full play to the role of the Party branch as a fighting fortress,fully reflect the advantages of scientific management and collective decision-making,better implement the Party's health and health work into practice,and further promote the high-quality development of public hospitals,so as to build a public hospital that patients are assured and people are satisfied.
