摘　　要：目的 构建具备公正性、客观性,并被广泛认可的妇幼保健机构综合实力评价指标体系,以全面评估和提升妇幼保健机构的整体效能。方法 运用德尔菲法(delphi method)、层次分析法(analytic hierarchy process,AHP)确定各项指标及权重,形成完整的评价体系。结果 经过筛选,最终确定了包含10个一级指标及43个二级指标的妇幼保健机构综合实力评价指标体系,覆盖了机构管理、服务质量、医疗技术、健康教育、人员配置等多个关键维度。结论确立的妇幼保健机构评价指标体系在专家权威性、内部逻辑协调性、意见一致性方面均符合妇幼机构实际,不仅为科学、系统地评估妇幼保健机构的综合实力提供了有力工具,也为推动妇幼保健机构的高质量发展奠定了坚实基础。Objective To construct a fair,objective and widely recognized evaluation index system for the comprehensive strength of maternal and child health care institutions,so as to comprehensively assess and improve the overall effectiveness of maternal and child health care institutions.Methods Delphi Method and Analytic Hierarchy Process(AHP) were used to determine each index and weight to form a complete evaluation system.Results After screening,a comprehensive strength evaluation index system for maternal and child health care institutions was finally established,which included 10 primary indicators and 33 secondary indicators,covering several key dimensions such as institutional management,service quality,medical technology,health education,and staffing.Conclusion The evaluation index system of maternal and child health care institutions is in line with the actual situation of maternal and child health care institutions in terms of the authority of experts,the internal logic and coordination,and the consistency of opinions,which not only provides a powerful tool for scientifically and systematically evaluating the comprehensive strengths of maternal and child health care institutions,but also lays a solid foundation for the promotion of the high-quality development of maternal and child health care institutions.
