城乡居民基础养老金待遇调整机制构建研究——基于广东省的模拟仿真测算

摘　　要：结合国家相关政策与国内外实践经验,以稳定性、充足性、公平性、可负担性和激励性为原则,构建由触发机制、公平机制、制约机制和兜底机制构成的城乡居民基本养老保险基础养老金待遇自动调整机制,并运用广东省的管理数据和系统动力学方法,模拟测算了2023—2035年基础养老金待遇调整状况。模拟结果表明,所构建的待遇调整机制兼顾了待遇充足性、收入公平性和财政可负担性。在此基础上,从设计原则、制度结构、激励机制和财政责任划分等方面提出具体的政策建议,为其他地区乃至全国建立城乡居民基础养老金待遇调整机制提供有益借鉴。Based on relevant national policies and practical experience at home and abroad,and guided by the principles of stability,adequacy,fairness,affordability,and incentives,this paper constructs an automatic adjustment mechanism for basic pension benefits of urban and rural residents'basic pension insurance,which consists of a trigger mechanism,a fairness mechanism,a constraint mechanism,and a fallback mechanism.It also uses the management data from Guangdong Province and the system dynamics method to simulate and calculate the adjustment status of the basic pension benefits from 2023 to 2035.The simulation results indicate that the constructed compensation adjustment mechanism takes into account the adequacy of compensation,income equity,and fiscal affordability.On this basis,specific policy recommendations are proposed from the aspects of design principles,institutional structure,incentive mechanisms,and fiscal responsibility division,providing useful reference for other regions and even the whole country to establish a mechanism for adjusting the basic pension benefits of urban and rural residents.
