摘　　要：我国地方法治建设的实践表明,法治已被越来越多的省市视为推动区域经济社会高质量发展的核心竞争力。这一实践命题是管理学、制度经济学和政治学中的核心竞争力原理在法治理论和实践中的具体应用。核心资源是区域法治核心竞争力的现实基础,制度创新是区域法治核心竞争力的关键举措,社会实效是区域法治核心竞争力的价值体现。基于“资源-制度-实效”三维分析框架,影响区域法治核心竞争力的因素包括特定区域的制度供给、制度实施能力及其区域资源条件。提升区域法治核心竞争力的实现路径在于构建区域法治资源的发现与利用机制、吸引与整合法治资源的制度创新机制和区域法治实效的评估机制。The practice of local rule of law construction in China has shown that the rule of law has been increasingly regarded by more and more provinces and cities as the core competitiveness to promote high-quality regional economic and social developments.This practical proposition is the specific application of the core competitiveness principles of management,institutional economics,and political science in the theory and practices of the rule of law.Core resources are the practical foundation of regional legal core competitiveness,institutional innovation is the key measure of regional legal core competitiveness,and social effectiveness is the value embodiment of regional legal core competitiveness.Based on the three-dimensional analysis framework of"resources-institutionseffectiveness"',the factors that affect the realization of the core competitiveness of regional rule of law include the institutional supply,institutional implementation capacity,and regional resource conditions of specific regions.The path to enhancing the core competitiveness of regional rule of law lies in establishing mechanisms for discovering and utilizing regional rule of law resources,institutional innovation mechanisms for attracting and integrating rule of law resources,and evaluation mechanisms for the effectiveness of regional rule of law.
