摘　　要：数字中国战略背景下,推进数字政府、数字经济等领域的单轨制文件档案管理标准实践具有重要意义。通过系统回顾,单轨制转向下我国电子文件与电子档案管理标准建设经历了铺垫期、过渡期和体系建设期三个阶段。基于对标准的主题和内容分析,发现当前标准体系与规范内容日趋完善,逐步深入多行业领域实践,着重关注前端规范和全“轨”电子化,重视系统和技术保障,加快构筑电子档案特性维护堡垒。痛点问题主要表现为标准体系结构层次不清晰、标准建设协调性不足、单轨制转向的保守性。最后,从理论和实践创新、政策法规引领、关注实践瓶颈、优化标准研究设计团队及加强标准开放性等角度对未来标准建设进行展望。In the context of China's digital strategy,promoting the implementation of single-track records and archives management standards in the fields of digital government and digital economy holds significant importance.The construction of electronic records and archives management standards in China during the transition to a single track system has undergone three stages:foreshadowing period,transition period,and system construction period.Analyzing the theme and content of these standards reveals that both the standard system and its content are continuously improving,gradually expanding into various industries,emphasizing front-end specifications and full-track electronization,enhancing system and technical support,and accelerating the establishment of robust electronic records maintenance practices.Of particular concern are the lack of clarity in the hierarchical structure of the standard system,insufficient coordination in the development of standards,and the conservative approach to the transition to a singletrack system.The paper concludes by forecasting future standard development from several perspectives:theoretical and practical innovation,guidance by policies and regulations,optimization of standard research design teams,and enhancement of standard openness.
