摘 要:随着输配电价改革的持续推进,目前已历经三个核价周期,监管导向与重点日益明确。在监审核价与电网大规模投资背景下,提升电网造价精准管控水平对提升电网企业经营效益具有关键性、方向性的重大意义。系统分析了监审核价下电网工程造价管控的复杂影响,并从造价编制、造价评审等全过程环节提出了科学管控模式与策略建议,旨在助力电网工程投资科学高效,更好地适应监审核价的监管要求,为电网公司的高效运营提供理论支撑和实践借鉴。With the continuous advancement of the transmission and distribution price reform,three pricing cycles have been completed,and the regulatory guidance and focus have gradually become clearer.In the context of pricing supervision and large-scale investments in power grids,improving the precise cost control of power grid projects is of critical and directional significance for enhancing the operational efficiency of power grid enterprises.This paper systematically analyzes the complex impacts of cost control in power grid projects under pricing supervision.It further proposes a scientific control model and strategic recommendations,focusing on the entire process,including cost estimation and cost review.The aim is to support the scientific and efficient investment in power grid projects,better adapt to the regulatory requirements of pricing supervision,and provide theoretical support and practical insights for the efficient operation of power grid companies.
