摘　　要：人权观是从价值认知层面对人权的本质及其取向进行定性,解决的是人权为了谁、依靠谁、发展谁这一根本问题。如果说人民性是中国人权发展道路最显著的特征,那么人民人权就应是当代中国人权观的核心要义。以人民人权为核心要义的当代中国人权观,把马克思主义人权观同中国具体实际相结合、同中华优秀传统文化相结合,既遵循人权的普遍性原则,又坚持从中国国情和人民实际需要出发,是具有许多新的历史特点的人权观,在人权文明发展史上有着重要地位。以人民人权为核心要义的当代中国人权观,是传统与现实、理论与实践、制度与文化、中国与世界等多种因素共同作用的产物,体现了集合汇成与创新发展的特点。以人民人权为核心要义的当代中国人权观,视各项人权为相互联系、不可分割的统一体,做到一体保障和全面发展,构建起了顺应时代潮流、适合本国国情的人权实践模式,最能体现人权的本质属性。The concept of human rights is to characterize the nature and orientation of human rights from the aspect of value cognition.It solves the fundamental problem of for whom human rights are intended,on whom they depend and for whom they are to be developed.If the people-oriented nature is the most salient characteristic of China's human rights development path,then people's human rights should constitute the essence of contemporary Chinese human rights concepts.The contemporary Chinese outlook on human rights,with the core essence of people's human rights,integrates the Marxist view of human rights with the specific realities of China and combines with the excellent traditional Chinese culture.It follows the universality principle of human rights while adhering to China's national conditions and the actual needs of the people.Responding to the trends of the times,it embodies a concept of human rights that carries distinct historical characteristics and plays a crucial role in the development history of human rights.The contemporary Chinese outlook on human rights,with the core essence of people's human rights,is the product of the interaction of various factors,including tradition and reality,theory and practice,system and culture,as well as China and the world,reflecting the characteristics of integration and innovative development.The contemporary Chinese outlook on human rights,with the human rights of the people as its essence,views all human rights as an interrelated and indivisible unity,and has achieved integrated protection and comprehensive development,building a model of human rights practice that is in keeping with the trend of the times and suited to the country's national conditions,and that most closely embodies the essential attributes of human rights.
