省际贸易成本、边界效应与国内大循环

摘　　要：在我国构建新发展格局的背景下,立足于省际贸易成本视角对国内大循环的堵点进行了识别和探讨。首先使用Head-Ries指数估算了地区间贸易成本,再从贸易成本结构和区域空间两个维度对我国的边界效应进行了检验,最后从制度、文化差异以及经济发展的区域性失衡层面探讨和揭示了国内市场分割的形成机制和边界效应空间异质性的成因。研究结果表明:我国的省际边界效应在一定程度上挤出了国内贸易;中间品交易成本和中西部地区交易成本高企是国内大循环的关键堵点所在;消除制度壁垒、促进中间品自由流动、推动区域协调发展,有利于降低边界效应进而推动国内大循环。研究成果不仅有助于更好地识别和理解构建新发展格局的堵点及其作用机制,还为推动国内大循环提供了政策依据。Under the background of China's new development paradigm,this paper identifies and discusses the bottlenecks of the domestic large circulation from the perspective of inter-provincial trade costs.Firstly,the Head-Ries index is used to estimate the trade costs between different regions.Then,the border effect in China is tested from the dimensions of trade cost structure and regional space.Finally,the formation mechanism of domestic market segmentation and the causes of the spatial heterogeneity of the border effect are explored and revealed from the aspects of institutional and cultural differences as well as regional imbalance in economic development.The results show that the inter-provincial border effect in China has crowded out domestic trade to some extent;high transaction costs of intermediate goods and in the central and western regions are the key bottlenecks of the domestic large circulation;eliminating institutional barriers,promoting the free flow of intermediate goods,and facilitating coordinated regional development are conducive to reducing the border effect and promoting the domestic economic circulation.This study not only helps to better identify and understand the bottlenecks and the mechanisms in building a new pattern of development,but also provides policy basis for promoting the domestic economic circulation.
