摘　　要：跨界地区是区域一体化发展的重要空间节点。苏锡示范区作为长三角区域跨界战略地区,其一体化规划是区域协调与合作的创新探索。在此背景下,通过梳理苏锡跨界地区的空间发展历程,阐述跨界地区在传统发展模式下呈现出“向心离界”的空间演化趋势以及“分而治之”的规划传统在面对一体化发展目标时的实施困境。基于人口流动网络,通过多尺度地理加权回归、空间自相关等方法,对苏锡示范区的空间特征展开研析,阐明苏锡示范区在生态、交通、产业和公服等方面的空间一体化需求及其一体化规划的必要性。结合苏锡示范区先行启动区一体化规划的探索,从体系构建、空间共塑、单元管控等方面提出了跨界地区一体化发展的实践路径,为其他类似跨界地区提供借鉴。Cross-border areas are important spatial nodes for integrated regional development.As a cross-border strategic area in the Yangtze River Delta region,the integrated planning of the Suzhou-Wuxi Demonstration Zone is an innovative exploration of regional coordination and cooperation.Therefore,by combing the spatial development process of Suzhou-Wuxi cross-border areas,this paper elaborates the spatial evolution trend of“centerward gathering and away from the boundary”under the traditional development mode of cross-border areas,as well as the implementation dilemma of the traditional“separate and independent”planning in the face of the goal of integrated development.Based on the population flow network,the spatial characteristics of the Suzhou-Wuxi Demonstration Zone are analyzed through multi-scale geographically weighted regression and spatial autocorrelation,which clarify the spatial integration needs of the Suzhou-Wuxi Demonstration Zone in the areas of ecology,transportation,industry,and public services,as well as the necessity of its integrated planning.Finally,combined with the practice of the integration planning of the pilot area of the Suzhou-Wuxi Demonstration Zone,it puts forward a practical path for the integrated development of cross-border areas in terms of system construction,spatial shaping and unit control,so as to provide a reference for other similar cross-border areas.
