“双轮协调”视角下城乡融合发展水平的时空演化特征及收敛性分析

摘　　要：基于城乡融合发展的内涵及逻辑机理,构建一套承认城乡发展差异和体现城乡互动性的评价指标体系,运用改进的耦合协调度模型、核密度估计等方法揭示中国城乡融合发展水平的时空特征及收敛性。研究发现:中国31个省份城乡融合发展水平呈现显著上升趋势,空间不平衡现象尤为突出;中部和东北地区的绝对差异呈扩大趋势,全国、东部及西部地区的绝对差异均呈缩小趋势,两极分化特征逐渐弱化;全国和中部地区不存在绝对β收敛,但是存在条件β收敛,东部、西部、东北地区则始终保持绝对β收敛和条件β收敛,其中东北地区收敛速度最快、东部地区最慢。据此,实现城乡融合发展,应牢牢把握新型城镇化与乡村振兴这两大抓手,牢固树立农业农村优先发展理念,加强区域协作形成协同发展机制。Based on the logical mechanism of urban-rural integration development,this paper constructs a set of evaluation index system that recognizes urban-rural development differences and reflects urban-rural interaction,and uses improved coupling coordination degree model and kernel density estimation methods to reveal the spatio-temporal characteristics and convergence of urban-rural integration development level in China.The results show that the development level of urban-rural integration in 31 provinces of China presents a significant upward trend,and the spatial imbalance is particularly prominent.The absolute differences in the central and northeast regions shows an expanding trend,while the absolute differences in the whole country,the eastern and western regions show a decreasing trend,and the characteristics of polarization gradually weaken.There is no absolute β convergence in China and in the central region,but there is conditional β convergence,and the eastern,western and northeastern regions always maintain absolute β convergence and conditional β convergence,among which the convergence rate is the fastest in the northeast region and the slowest in the eastern region.Therefore,to achieve the urban-rural integration development,we should firmly grasp the new urbanization and rural revitalization,firmly establish the concept of priority development of agriculture and rural areas,strengthen regional cooperation to form a coordinated development mechanism.
