摘 要:基于国家创新体系视角,构建国家创新能力分析框架。根据2023年全球创新指数报告评价结果,界定反映创新能力优势、劣势、潜力、衰退的各项指标,按照国家创新体系视角划分的创新环境、创新实践、创新成果三个维度对我国创新能力进行分析。研究发现,影响我国创新能力提升的主要问题在于创新监管与法治环境、生态可持续发展环境、国际开放创新合作以及高等教育等方面存在不足。鉴于此,应健全监管法治与绿色创新政策,加强国际科技创新合作;加强高等教育投入,完善产学研合作机制;优化专利与成果质量,强化创新链与产业链融合,提升科技成果转化效率。同时,应科学对待全球创新指数的评价结果,提升国家创新能力。Based on the perspective of National Innovation System(NIS),a framework for analyzing national innovation capacity is constructed.Based on the evaluation results of the Global Innovation Index(GII)2023,the indicators reflecting the strengths,weaknesses,potential,and decline of innovation capacity are defined.According to three dimensions of the NIS framework,namely innovation environment,innovation practice,and innovation outcome,the study analyzes China's innovation capacity.It is found that the main problems affecting the improvement of China's innovation capacity lie in the shortcomings of innovation supervision and legal environment,ecologically sustainable development environment,international open and innovation cooperation,and higher education.In order to improve the national innovation capacity,it is suggested to enhancing the regulatory rule of law and green innovation policies,strengthen international scientific and technological innovation cooperation,strengthen the investment in higher education and improve the cooperation mechanism of industry-university-research,optimize the quality of patents and achievements,strengthen the integration of innovation chains and industrial chains,and improve the efficiency of commercialization of scientific and technological achievements.Moreover,The study thinks that the GII evaluation results should be treated scientifically.
