数字化一体推进“三不腐”的方法逻辑与制度配套

摘　　要：当前,不敢腐、不能腐、不想腐的综合治理成效显著,法治反腐进入新常态。然而,伴随数字经济而衍生的新型腐败、微型腐败以及隐蔽腐败开始频发。与此同时,受益于公众反腐参与的网络化转向以及数字赋能反腐的有益尝试,腐败治理方式也发生范式重塑。因此,一体推进“三不腐”建设亟需进行数字化转型。基于实质解释,“三不腐”的内在意涵在于“惩、治、防”三个维度,在此基础上,以数字化一体推进“三不腐”的方法逻辑就是需要借助“数字画像”实现高精度的腐败预防,以“平台协助”促进高效能的腐败治理,以“全局制裁”推进高质量的腐败惩治。落实在具体的制度层面,需要借助数字技术促进对相关制度的关注与优化,也即通过数据技术的赋能促进利益冲突制度、财产申报制度以及问责制度的建立与完善。With the deepening of the reform of the national supervision system, the "three non-corruption" mechanism has achieved remarkable results. However, with the iterative development of digital technology, corruption presents a digital trend, and new corruption, micro corruption and hidden corruption begin to occur frequently. At the same time, the paradigm of corruption governance has also been reshaped, benefiting from the online shift of public participation in anti-corruption and the beneficial attempt of digital empowerment in anti-corruption. Therefore, corruption governance is in urgent need of digital transformation to realize the integration of "three non-corruptions" with digital empowerment. Based on the substantive explanation, the intrinsic meaning of "three No corruption" lies in the three dimensions of "punishment, treatment and prevention". On this basis, the method logic of promoting "three no corruption" with digital integration is to realize high-precision corruption prevention with the help of "digital portrait", promote efficient corruption governance with "platform assistance", and promote high-quality corruption punishment with "global sanctions". At the specific institutional level, it is necessary to use digital technology to promote the attention and optimization of relevant systems, that is, to promote the establishment and improvement of conflict interest system, property declaration system and accountability system through the empowerment of data technology.
