摘 要:数字平台通过汇集分散的数据,基于算法支持精准治理,正在引发一场公共管理变革。从运营主体和公众参与两个维度,数字平台可区分为四种类型:行政协作平台、诉求回应平台、智能感知平台、社会服务平台。行政协作平台、诉求回应平台由公共部门负责运营,前者针对内部管理需求,致力于实现数据共享,提升行政绩效和问题解决能力,后者聚焦市民诉求,致力于提升公共部门的回应性;智能感知平台、社会服务平台由社会机构负责运营,前者依托人工智能和算法,自动识别城市问题并生成应对方案,后者面向公众提供社会化服务,依靠反馈机制进行迭代创新。在城市运行管理中,数字平台发挥全景敞视的功能,为决策系统与各方主体互动提供技术支持。依靠问题驱动的网络构建、交互驱动的价值共创、责任驱动的业务协同、算法驱动的敏捷治理,数字平台为跨层级、跨地域、跨系统、跨部门的协同治理提供动力。From the dimensions of operational entities and public participation, digital platforms can be distinguished into four types: administrative collaboration platform, complaint response platform, intelligent perception platform, and social service platform. The administrative collaboration platform and the complaint response platform are operated by public sectors. The former focuses on internal administration needs and is committed to achieving data sharing, improving administrative performance, and problem-solving capabilities, while the latter focuses on citizens' appeals, aiming to promote the responsiveness of public sectors. The intelligent perception platform and social service platform are operated by social institutions. The former relies on artificial intelligence and algorithms to automatically identify urban problems and generate response plans, while the latter provides social services to the public and relies on feedback mechanisms for iterative innovation.
