主体功能区生态价值实现空间关联与动态收敛研究:基于循环经济的多案例比较分析

摘　　要：选取2000—2020年省级面板数据,借助清晰集定性比较分析法和以及充分条件分析法,系统对比生态主体功能区“山水林田湖草沙”空间关联程度。在此基础之上,通过向量误差修正模型检验其长期协整关系。研究发现:(1)效果不显著是已有模式内评价机制产生价值分歧的主要原因;(2)围绕生态中间产品落实效率改进,反映出需要和需求是两种截然不同的偏好诉求;(3)通过激励存在于组织当中的模糊效应落实完备的结构优化,依托生态价值实现构建切合差异化个体效应成长与壮大的内外环境,政府战略管理是遵照“谁受益谁分摊”的产权保障机制,确保增长是以组织价值最大化为目标导向;(4)说明改革由时限性造成的空间不相关联,借助财政转移性支付将能实现组织价值最大化的产品,委托给追求私人价值最大化的集体,发展是采取对区间范畴内的资源实施循环利用;(5)当处在比较劣势意味着增长必然要接受价值扭曲带来的干扰,推动地区经济社会高质量发展,意味着在存有高边际成本、高机会成本以及高交易成本的环境中缩减公平与私人性之间的交易距离;(6)借助公共选择与公共决策围绕集体效用实施正确的内外开放,主体功能区生态价值实现是通过完善社会保障体系建设,从而发挥其示范与引领效能。Provincial panel data from 2000 to 2020 were selected to systematically compare the spatial correlation degree of“mountains,rivers,forests,fields,lakes,grass and sand”in ecological functional areas with the help of clear set qualitative comparative analysis and sufficient condition analysis.On this basis,the long-term co-integration relationship is tested by vector error correction model.The results show that:(1)the main reason for the value divergence of the evaluation mechanism in the existing model is that the effect is not significant.(2)To this end,the implementation of efficiency improvement around ecological intermediate products reflects that needs and demands are two completely different preferences.(3)Complete structural optimization is implemented by encouraging the fuzzy effect existing in the organization,and an internal and external environment suitable for the growth and expansion of differentiated individual effects is constructed by relying on ecological value.The government’s strategic management is in accordance with the property rights protection mechanism of“who benefits who shares”to ensure that growth is oriented toward maximizing organizational value.(4)It indicates that the space caused by the time-bound nature of the reform is not related,and the products that can maximize the value of the organization are entrusted to the collective pursuit of private value maximization with the help of financial transfer payments,and the development is to recycle the resources within the scope of the interval.(5)In addition,when comparative disadvantage means that growth must accept the interference caused by value distortion,promoting high-quality regional economic and social development means reducing the transaction distance between fairness and private nature in an environment with high marginal cost,high opportunity cost and high transaction cost.(6)It means that public choice and public decision-making are used to implement the correct internal and external opening around the collective
