坚持以制度建设为主线进一步全面深化改革的内在逻辑、时代旨趣与实践路径  

The Internal Logic,Era Purpose and Practical Path of Adhering to Further Comprehensively Deepening Reform with Institutional Construction as the Main Line

摘　　要：党的二十届三中全会提出了坚持以制度建设为主线作为进一步全面深化改革的原则之一,对推进中国式现代化具有重要的现实意义。从内在逻辑、时代旨趣与实践路径三个维度出发,对其进行系统解析。内在逻辑揭示了进一步全面深化改革与制度建设两者是相互促进、辩证统一的关系。时代旨趣强调了制度建设为应对重大风险挑战与推进中国式现代化、推进国家治理体系和治理能力现代化、全面从严治党与保持党的先进性方面提供了坚实的制度保障。实践路径则聚焦于党的领导、以人为本、制度自信、问题导向、法治轨道六个方面,确保进一步全面深化改革沿着制度建设这一主线得以稳步推进,进而推动中国式现代化进程。The Third Plenary Session of the 20th Central Committee of the Communist Party of China proposed to adhere to the principle of taking system construction as the main line as an important part of the principle of further deepening reform in an all-round way,which has important practical significance for promoting Chinese-style modernization.Starting from three dimensions:internal logic,the purpose of the times,and practical path,systematically analyze it.The internal logic reveals that further comprehensive deepening of reform and institutional construction are mutually reinforcing and dialectically unified.The purport of the times emphasizes that the system construction provides a solid institutional guarantee for dealing with major risk challenges and promoting Chinese-style modernization,promoting the modernization of the national governance system and governance capacity,comprehensively governing the party strictly and maintaining the progressiveness nature of the party.The practice path focuses on six aspects,namely,the leadership of the party,people orientation,institutional confidence,problem orientation,and the rule of law track,to ensure that further comprehensive reform can be steadily promoted along the main line of institutional construction,thus promoting the process of Chinese-style modernization.
