基于LDA主题模型的地方数字乡村政策注意力指向特征三维分析

摘　　要：乡村数字化转型已成为推动乡村振兴战略深入实施的核心途径。然而,当前地方政府推进数字乡村建设的政策着力点尚不明晰,这对国家数字乡村战略的系统性推进与高效实施构成一定的制约与障碍。基于LDA主题模型对我国31个省(自治区、直辖市)的148份数字乡村政策文本进行主题识别与演进分析,从政策工具、经济区域和时间序列对地方政府推进数字乡村建设的政策投放特征进行剖析。研究发现:(1)政策投放显著呈现出“供给型为主,需求型次之,环境型为辅”的注意力分配格局;(2)由于各区域经济基础、产业结构、人才储备的差异化及政策导向的多元化,东北地区、东部地区、中部地区和西部地区的政策投放表现出不同的注意力重心;(3)从注意力演进特征来看,“中央施策—地方调整”成为地方政府精准把握与适时调整数字乡村建设各阶段政策的关键策略。Digital transformation in villages has emerged as a pivotal approach to advancing the rural revitalization strategy.However,during the promotion of digital village construction,local governments currently lack a clear policy focus,which imposes certain constraints and obstacles on the systematic advancement and efficient execution of the digital village strategy.Utilizing the LDA topic model,this study identifies and analyzes 148 digital rural policy documents from 31 provinces(autonomous regions and municipalities)in China,focusing on topic identification and evolution.Additionally,it examines the characteristics of local government policy delivery in promoting digital rural construction through the lenses of policy tools,economic regions,and time series analysis.The findings indicate that:(1)policies are“predominantly supply-oriented,followed by demand-oriented,with environmental orientation playing a supplementary role”;(2)due to regional differences in economic foundation,industrial structure,talent reserves,and diversified policy orientations,the policy delivery in northeast,eastern,central,and western regions exhibits distinct focal points;(3)from the perspective of attention evolution characteristics,“central issuance—local adjustment”has become a critical strategy for local governments to accurately grasp and timely adjust policies at each stage of digital rural construction.
