摘　　要：新时代以来,中国共产党在实践过程中不断创新改进领导方式与执政方式,这是提高党的领导水平和长期执政能力的必然要求。从党政关系视角出发能够厘清新时代党的领导方式和执政方式的本质区别,进而得到三重实践路径。第一,新时代中国共产党通过大力加强政治领导、高度重视思想武装和规范权力运作模式实现了政治领导、思想领导和组织领导的强化,并通过党的领导制度的构建充分发挥了方向把控、价值引领与权威和秩序再生产的联动效应,实现了对领导方式的创新改进。第二,新时代中国共产党通过强化理论创新、推进全过程人民民主、澄清党法关系提升了科学执政、民主执政和依法执政水平,并通过推进党和国家机构改革提升了执政效能,实现了对执政方式的创新改进。第三,新时代中国共产党从主体、理念和体系三个维度出发,通过完善党内责任链条、塑造党的自我革命精神和构建党内法规制度加强了党的自身建设,进而保障了领导水平和执政能力的提升。Since the new era,the Communist Party of China has continuously innovated and improved its leadership and governance ways in the process of practice,which is an inevitable requirement for improving the party’s capacity for leadership and long-term governance.From the perspective of the relationship between the party and the government,we can clarify the essential differences between the party’s leadership ways and governance ways in the new era,and then obtain three practical paths.Firstly,in the new era,the Communist Party of China has strengthened political leadership,ideological leadership and organizational leadership by vigorously strengthening political leadership,attaching great importance to ideological armament and standardizing the power operation mode.Through the construction of the party’s leadership system,it has given full play to the linkage effect of direction control,value guidance and reproduction of authority and order,and achieved innovative improvements in its leadership way.Secondly,in the new era,the Communist Party of China has improved the level of scientific,democratic and law-based governance by strengthening theoretical innovation,promoting whole-process people’s democracy and clarifying the relationship between the leadership of the CPC and the law.And through promoting the reform of party and state institutions,it has improved governance efficiency and achieved innovative improvements in its governance way.Thirdly,in the new era,starting from the three dimensions of subject,concept and system,the Communist Party of China has strengthened its own construction by improving the intra-party responsibility chain,shaping the spirit of self-revolution and constructing intra-party laws and regulations,thereby ensuring the improvement of capacity for leadership and long-term governance.
