民族互嵌式社区治理创新实践与路径选择——以四川成都三个社区为例

摘　　要：民族互嵌式社区建设是铸牢中华民族共同体意识的重要微观场域。文章聚焦多民族移民混居社区普遍面临的三大治理困境,即公共利益分散化、邻里关系陌生化、社区文化碎片化,选取四川成都市三个典型社区为个案,构建了“利益—结构”“关系—网络”“情感—文化”三维互嵌分析框架,系统考察其从多民族混居到互嵌式社区共同体形成的治理创新实践及路径。研究发现,政府引导介入下的多元协同治理模式,通过整合行政力量、市场、社会组织、社区自组织、辖区单位及各民族居民等治理主体资源,形成优势互补的合作治理网络,突破了传统由行政单一主导的治理方式,有助于推动形成多元主体共治、责任共担、成果共享的民族互嵌式治理共同体,也为多民族移民社区面临的治理困境提供了切实可行的解决路径。The construction of ethnically embedded communities constitute a crucial micro-level arena for forging the sense of Community for Chinese Nation.This study addresses three prevalent governance challenges in multi-ethnic immigrant communities,the fragmentation of public interest,the alienation of neighborhood relation,and the disintegration of community culture.By selecting three representative communities in Chengdu,Sichuan Province as case studies,it establishes a tri-dimensional analytical framework encompassing“interest-structure”,“relationship-network”,and“sentiment-culture”embedded.The research systematically investigates governance innovation practice and pathway facilitating the transformation from multi-ethnic cohabitation to the formation of embedded community entities.Findings reveal that a collaborative governance model under governmental guidance integrates administrative force,market entities,social organizations,community self-organizations,and diverse residents.This model transcends traditional administration-dominated governance by creating complementary cooperative networks,ultimately facilitating the development of an ethnically embedded governance community characterized by multi-stakeholder collaborative governance,collective responsibility,and mutual benefit.The study provides practical solutions to address challenges faced by multi-ethnic immigrant communities.
