摘　　要：随着全球化进程的不断深入,国际非政府组织逐渐成为一支参与国际经济、社会发展的重要力量。其利用自身专业性特点来塑造国际法、推进国际法规则制定、参与国际治理改革和引导公众舆论。但国际非政府组织在运行中也面临诸如法律地位不明确、中立性不足、监督约束机制不健全等问题,在一定程度上制约了国际非政府组织进一步参与全球治理的正当性、有效性。逐步明确国际非政府组织的国际法地位,建立国际非政府组织的有效规制,坚持更加包容、开放的政策导向,重视国际非政府组织的多重作用,推动全球安全治理的多元发展为应然路径。With the continuous deepening of the globalization process,international non-governmental organizations have gradually become an important force participating in international economic and social development.They utilize their professional characteristics to shape international law,promote the formulation of international legal rules,participate in the reform of international governance,and guide public opinion.However,international non-governmental organizations also face problems such as unclear legal status,insufficient neutrality,and an incomplete supervision and restraint mechanism during their operation,which to some extent restricts their legitimacy and effectiveness in further participating in global governance.The necessary path should be to gradually clarify the international legal status of international non-governmental organizations,establish effective regulations for them,adhere to a more inclusive and open policy orientation,attach importance to their multiple roles,and promote the diversified development of global security governance.
