城市网格化治理背景下公安基层工作的解构与重塑——以江苏省D市为例

摘　　要：随着我国经济高速发展和政治体制改革的深入推进,城市网格化治理应运而生,成为政府基层治理的一项重要制度创新。在此背景下,公安机关紧跟社会治理现代化步伐,积极响应并主动将警务工作深度融入城市网格化治理进程中,努力实现警务工作的精准化、高效化和现代化。目前,公安机关在“警网融合”“市县主战、派出所主防”实战化职能体系建设等方面进行了大量改革探索,既取得了一定成效,但也存在权责不统一、制度不完善、模式僵化、协同不力等问题。为进一步深化改革,提升服务能力,需要不断强化顶层设计,完善制度体系;突出融合共治,实现多元释能;加强科技引领,推进数据赋能;加强队伍建设,稳定人才保障。With the rapid economic development and the in-depth advancement of political system reform in China,urban grid-based governance has emerged as an important institutional innovation in grassroots government governance.Against this backdrop,public security organs have closely followed the pace of modernization of social governance,actively responded and proactively integrated police work into the urban grid-based governance process,striving to achieve precision,efficiency and modernization in police work.Currently,public security organs have carried out extensive reform explorations in areas such as"integration of police and grid","city and county leading combat,police stations leading prevention"and the construction of a practical functional system,achieving certain results while also facing problems such as inconsistent rights and responsibilities,incomplete systems,rigid models and weak coordination.To further deepen reforms and enhance service capabilities,it is necessary to continuously strengthen top-level design and improve the institutional system;emphasize integrated governance and achieve multi-dimensional empowerment;strengthen technological leadership and promote data empowerment;and strengthen team building and ensure stable talent support.
