北京市新型集体林场建设情况及发展路径探析

摘　　要：2018年以来,北京市各区陆续通过新型集体林场建设开创了集体林权制度改革新模式。在林场建设过程中,部分地区建设存在进度不平衡、经营管护职责落实不彻底、本地农民就业不理想、职工技术水平有待加强、“造血”能力不足等问题。为此,提出建立以林长制考核为主导的新型集体林场管理机制;建立以属地政府为责任主体的高质量森林生态系统经营管理体系;建立以当地农民就业参保为考核指标的农村社会保障服务工作机制;建立健全常态化专业化培训协作协同机制;研究探索“两山”转化和集体林场可持续发展的有效实现途径等发展路径,以助力首都乡村振兴和实现农业农村现代化。After 2018,Beijing has deeply promoted the reform of the collective forest rights system,innovated the management mode of collective forest farms,and explored the development of New Collective Forest Farms(NCFFs).As of now,a total of 128 NCFFs have been built in Beijing.Through the construction of NCFFs,the quality of forest ecosystems has been improved,a stable team of forest management and protection has been created,the rural collective economy has been developed and strengthened,the efficiency of financial fund utilization has been improved,and the grassroots governance capacity of rural areas has been enhanced.Meanwhile,there are still problems such as uneven construction progress in each district,inadequate implementation of management and protection responsibilities,unsatisfactory employment of local farmers,inadequate technical level of forest farm workers,and insufficien“t hematopoietic”function of NCFFs.Based on summarizing the experiences and lessons learned from the establishment,management,and employment of NCFFs,relevant suggestions have been put forward.
