摘  要:公安机关人民警察职务与职级并行改革是全面深化人民警察队伍管理改革的重要内容之一,对全面加强公安民警的革命化、正规化、专业化和职业化发挥着重要作用。目前,公安民警的职务与职级并行制度已在全国范围内推广并取得显著成效。但我国的公安机关人民警察职务改革仍处于一个需要不断完善的过程中,职务与职级并行制度在基层公安机关的实践中仍存在着改革信息不公开、权责“倒挂”、晋升方式存在“中梗阻”等问题。为进一步推进公安机关人民警察职务职级并行改革在基层公安机关的运行,需要扩大改革信息公开的广度与深度,合理运用惩戒措施,完善职务与职级的双轨制激励机制,并建立与制度相配套的绩效考核机制。The reform of police posts and positions is one of the important contents of comprehensive reform of the management system of the people's police force,,which plays an important role in strengthening the revolutionization,regularization,professionalization and careerization of police officers.The system of police posts and positions has been promoted nationwide and has achieved significant results.However,the reform of police posts in China’s public security organs is still in a process of continuous improvement.In the practice of grassroots public security organs,there are still problems such as insufficient publicity of reform information,the mismatch between rights and responsibilities,and obstacles in promotion.In order to further promote the operation of the dual-track system of police ranks and positions in grassroots public security organs,it is necessary to expand the scope and depth of information disclosure,appropriately use punitive measures,improve the dual-track incentive mechanism of police posts and positions,and establish a performance evaluation mechanism that is compatible with the system.
