新时代 “枫桥经验”的实践与创新——以安徽省“网上警民议事厅”为视角

摘　　要：随着数字化时代的到来,微信成为人们生活、工作、娱乐中使用最多的社交媒体平台之一。依托微信这一平台,安徽公安建立了旨在加强警民互动,提高公安工作效能的“网上警民议事厅”。“网上警民议事厅”主要包含七大功能:法治宣传、提醒告知、化解矛盾、安全防范、便民服务、异常报告和弘扬正气。通过社区民警主导下多元角色共同议事的工作机制,提高了公安机关工作效能,提升了群众安全感、满意度,进一步明确了社会治理的创新方向。与此同时,“网上警民议事厅”也面临着多元角色参与不足、信息过载和隐私安全威胁等挑战。在新时代“枫桥经验”的指引下,通过加强党的建设、深化警民互动、完善相关制度、加大宣传力度等措施,对“网上警民议事厅”进行完善,以推进中国式现代化社会治安治理共同体构建。With the advent of the digital age,WeChat has become one of the most commonly used social media platforms in people’s lives,work,and entertainment.Relying on WeChat,Anhui Public Security has established an“online police civilian conference hall”aimed at strengthening police civilian interaction and improving the efficiency of public security work.The online police and civilians conference hall mainly includes seven functions:legal publicity,reminder and notification,conflict resolution,safety prevention,convenient services,abnormal reporting,and promoting righteousness.Through the working mechanism of community police led multi role joint deliberation,the efficiency of public security organs has been improved,the sense of security and satisfaction of the masses has been enhanced,and the innovative direction of social governance has been further clarified.At the same time,the online police and civilians conference hall also faces challenges such as insufficient participation of multiple roles,information overload,and privacy and security threats.Under the guidance of the“Fengqiao Experience”in the new era,the“Online Police and People’s Meeting Hall”has been improved through measures such as strengthening party building,deepening police and people interaction,improving relevant systems,and increasing publicity,making it an important reference for the Chinese style modern community of social security governance.
