民国时期绥远省政府基层社会治安管理的警察职权研究

摘　　要：民国时期绥远省警察对基层社会的治安管理呈现“包打天下”的特点,警察治安职权范围涵盖了城市社会的一般治安问题、民众社会生活问题、传统社会陋习等。警察通过严格治理、联合防控、布告宣传等举措,加强对各种违警行为的管理和控制。绥远省政府时期,警察的治安职能对基层社会的行政治理、政权建设、社会稳定有一定成效。警务费用不足、警力不敷使用、警械配置不全等问题,使警察治安效果大打折扣。警察作为执法者却不守法的现象普遍存在,警团联合、警保联合、军警宪联合执法的形式映射出当时警察基层社会管理能力和控制能力的不足。During the Republic of China period,the police in Suiyuan province assumed an extensive role in grassroots public security administration,characterized by a“comprehensive control over all aspects”approach,the scope of police authority encompassed general urban security issues,social life matters,and the suppression of traditional social malpractices.Through strict law enforcement,joint prevention and control mechanisms,and public notices and awareness campaigns,the police sought to enhance the management and regulation of various public security violations.The policing functions during this period contributed to administrative governance,state-building efforts,and social stability at the grassroots level.However,several factors severely hindered the effectiveness of police operations,including inadequate funding,insufficient personnel,and incomplete police equipment.Additionally,widespread instances of law enforcement officers failing to adhere to legal standards further compromised the integrity of policing efforts.The prevalence of joint law enforcement—such as collaborations between police and military forces,police and local security units,and coordinated actions involving the police,military,and gendarmerie—underscored the limitations of police capacity in managing and controlling local society effectively at that time.
