县域制造高质量绿色发展的困境与路径——基于河北省定州市两大产业的追踪调查

摘　　要：绿色发展是高质量发展的底色。县域是中国经济的基本单元,县域制造高质量绿色发展关乎构建绿色制造体系、乡村振兴、经济社会发展全面绿色转型等的整体进展。自全面推进绿色制造工程实施以来,县域传统制造业绿色化改造成效显著,但后劲不足,面临环境保护与产业增长的两难。追踪观察河北省定州市外贸型铁网产业、内销型体育器械器材产业近八年的环保升级改造发现:两大产业通过使用清洁能源、加强末端治理,减少了空气污染,规范了“三废”治理,但是,由于缺少绿色市场的反向驱动,鲜有企业开展绿色生产技术创新,这导致其环保成本压力难以通过形成绿色生产力得到持续有效缓解。部分企业以退出生产端、规避环保监察等方式应对环保压力,加剧了环境质量反弹的风险,且影响两大产业绿色化发展的持续性和深度。探寻破局之策,建议充分考虑不同地区和行业的发展实际,使县域传统制造业的绿色化改造从偏重末端治理转向兼顾绿色技术创新支持体系和绿色消费市场的构建与培育,切实解决环保成本的有序转化和绿色技术创新成本合理分担两大核心问题。Green development underpins high-quality development.Counties are the basic units of China's economy,and the high-quality green development of county-level manufacturing is crucial for the overall progress in establishing a green manufacturing system,achieving rural revitalization,and realizing a comprehensive green transformation in economic and social development.Since the launch of the green manufacturing project,traditional county-level manufacturing has made significant strides in green development,but the momentum is waning,creating a dilemma between environmental protection and industrial growth.An eight-year tracking study observing the environmental protection and upgrading of Dingzhou City's(Hebei Province) iron mesh(export-oriented) and sports equipment(domestic sales-oriented) industries reveals that both have reduced air pollution and standardized the treatment of wastes through using clean energy and strengthening end-of-pipe treatment.However,a lack of green market demand has limited green production technology innovation,hindering the sustained reduction of environmental protection costs through increased green productivity.Some enterprises have responded to environmental pressures by ceasing production or evading environmental regulations,increasing the risk of air quality rebound and undermining the sustainability and depth of green development.Some enterprises respond to environmental protection pressures by withdrawing from production and evading environmental inspections,which exacerbates the risk of environmental quality rebound and affects the sustainability and depth of green development in the two major industries.To overcome this impasse,it is suggested that the actual development conditions of different regions and industries be fully considered,and green transformation of traditional county-level manufacturing should shift from solely focusing on end-of-pipe treatment to concurrently building and fostering a green technology innovation support system and a green consumer market.This du
