摘　　要：由传统与新兴安全领域交织而形成的新兴风险综合体,已成为中国式现代化进程中不可忽视的挑战。文章聚焦数字时代国家安全新兴风险综合体,深入剖析其生成逻辑、形态演化与防范策略。在生成逻辑上,受时空场域叠加、技术革新驱动、社会结构变迁、治理体系转型和国际环境互动的影响,呈现出复杂的生成机理;形态演化方面,展现出风险生成诱因多源、高频突发、全域渗透、快速演变、内外联动等特征,且治理呈现从单一应对向综合防范、事后处理向事前预防等转型趋势。为适应数字时代国家安全形势任务的重大变化,需从筑牢思想根基、强化体系支撑、锻造核心能力、深化公共治理、夯实社会基础五个维度协同发力,实现对新兴风险综合体的有效防范与化解。The emerging risk complex formed by the intertwining of traditional and emerging security areas has become a challenge that cannot be ignored in the process of Chinese modernization.The article focus on the emerging risk complex of national security in the digital era,and analyze its logic of generation,morpho-logical evolution and preventive strategies.In terms of generation logic,it is affected by the superposition of space-time fields,the drive of technological innovation,the change of social structure,the transformation of the governance system and the interaction of the international environment,showing a complex generation mechanism;in terms of morphological evolution,it shows the characteristics of multiple sources of risk trig-gers,high-frequency emergencies,full-area penetration,rapid evolution,internal and external linkage,and the governance shows the transforming tendency from a single response to a comprehensive preventive re-sponse,and from ex post facto treatment to ex ante prevention.In order to adapt to the significant changes in the national security situation and tasks in the digital age,it is necessary to make concerted efforts in five di-mensions,namely,building a firm ideological foundation,strengthening systemic support,forging core compe-tencies,deepening public governance,and consolidating the social foundation,so as to realize effective pre-vention and resolution of emerging risk complexes.
