我国推进制度型开放的内在逻辑与路径选择

摘　　要：制度型开放是推动经济高质量发展的有力支撑,是实现高水平开放的关键。从商品和要素流动型开放到制度型开放,既是经济全球化发展新形势下的必然要求,也是我国建设更高水平开放型经济新体制的必然选择和主动参与全球治理体系重塑的时代需要。从要素红利到规则红利过渡体现了制度型开放的理论逻辑,规则、规制、管理、标准之间既有交叉,又有融合。当前我国推进制度型开放不仅面临外部挑战,也面临内部约束。通过借鉴国外制度型开放的成功经验,我国应主动对接高标准国际经贸规则,持续深化国内体制机制改革;加快推进“边境后”开放,持续优化营商环境;推动自由贸易开放平台建设,打造制度型开放新高地;加强“一带一路”规则与标准互认,积极参与全球治理。Institutional opening-up is a strong support for promoting high-quality economic development and the key to achieving high-level opening-up.The transition from opening-up based on the flow of goods and production factors to institutional opening-up is not only an inevitable requirement under the new situa-tion of economic globalization but also an inevitable choice for China to build a new economic system of high-level opening-up and a contemporary demand for actively participating in reshaping the global governance system.The transition from factor dividends to rule dividends reflects the theoretical logic of institutional opening-up,where rules,regulations,managements,and standards are interconnected and integrated.At present,China is facing not only external challenges but also internal constraints in advancing institutional opening.By drawing on the foreign successful experiences of institutional opening-up,China should take the initiative to align with high-standard the rules of international economics and trade continue to deepen domestic institutional reforms,accelerate the advancement of“behind-the-border”opening-up and contin-ue to optimize the business environment,promote the building of open platforms for free trade and create new high grounds for institutional opening-up,and strengthen the mutual recognition of the“One-Belt-and-One-Road”rules and standards and actively participate in global governance.
