文本视角下政府改革意识探析——基于1978—2022年国务院《政府工作报告》

摘　　要：国务院《政府工作报告》作为国家最高行政机关的施政纲领文件,是分析我国政府主观认识和战略思维的重要文本。用文本分析法分析1978年至2022年国务院《政府工作报告》中“改革”及相关词语,可以发现改革开放以来我国政府改革意识的发展轨迹及其背后的演化逻辑。改革开放以来,我国政府的改革意识随着时代的变化发生发展。改革是从经济领域开始,逐步扩大到政治体制、社会等领域;改革是一个多维治理范畴,具有全局性、系统性的特点。党的十八大以来,我国政府改革意识的深度和广度进一步增强和深化,体现了我国政府对持续推动改革的坚定承诺和不断探索。The Work Report of the State Council,as the administrative guideline document of the Central People’s Government,is the most important text for analyzing Chinese government decision-making.By an-alyzing the word frequency of“reform”in the State Council Work Reports from 1978 to 2022,we can trace the development trajectory of the government’s understanding of“reform”in its governance process since the reform and opening-up.The frequency analysis reveals that the Central People’s Government has main-tained a firm reform consciousness in its governance process,and its understanding of reform has evolved from a singular economic domain to multiple governance dimensions,demonstrating holistic and systematic characteristics.Since the 18th National Congress of the Communist Party of China,the depth and breadth of the Central People’s Government’s reform consciousness have been further enhanced and deepened,reflect-ing its firm commitment and practical exploration in continuously promoting reform.
