摘　　要：随着人口持续非均衡流动、财政压力加剧和数字治理时代的降临,县域治理的人口、财政和技术基础正在发生明显变化,并由此带来一系列新的治理议题。论文将因县域人口规模和空间布局变迁所引发的“农政”与“市政”并行格局概括为“双轨治理”,而将因财政压力诱发的非常规治理现象界定为“保运转行政”。以人口结构和财政基础变迁为分析起点并高度重视数字技术的基础性影响,可进一步从职能、结构、体制、过程四个维度,梳理推动县域治理现代化的新议题及其实践路径,推动大县治理重心调整、探讨小县重组的可能性、数字技术重塑县乡政府职责体系和运行机制。With the sustained unbalanced flow of population,financial crisis and digital transition,many new research topics have emerged in county governance.This paper summarizes the parallel pattern of agri-cultural affairs and municipal affairs triggered by changes in population scale and spatial layout within coun-ties as a Two-Track Governance,and defines the phenomenon of governance distortion caused by fiscal cri-sis as“Operational-first Administration.”Starting from the changes in population structure and fiscal founda-tions and emphasizing the foundational impact of digital technology,the paper explores new research topics and their practical paths for promoting the modernization of county governance across four dimensions:func-tions,structures,mechanisms,and processes.These include adjusting the governance focus in larger coun-ties,exploring the potential for restructuring smaller counties,and leveraging digital technology to reshape the responsibilities and mechanisms between county governments.
