中国式现代城乡基层善治:之魂、之道、之术

摘　　要：随着我国基层治理现代化进程的推进,城乡基层善治应成为社会治理的一项核心议题。从策略视角出发的研究,有利于城乡基层治理中的问题识别,并在推进中国式现代化背景下明确达致基层善治的精神内核、路线方法和现实行动。首先是重铸城乡基层善治之魂,即回归人民性,再造公共性,并培育“积极公民”;其次是重构城乡基层善治之道,即坚持党建引领,推进城乡居民自治,深入实践群众路线;最后是重谋城乡基层善治之术,即优化治理结构,内化治理资源,活化公共空间。With the advancement of China’s modernization of grassroots governance,good governance at the urban-rural grassroots level has gradually become a core issue in social governance.Research from a strategic perspective is conducive to the problem identification of good governance at the urban-rural grass-roots level and to the clarification of the spiritual essence,methodological approach,and practical action to achieve good governance at the grass-roots level in context of advancing Chinese modernization.The first is to reshape the core of governance at the urban-rural grassroots level,that is,to return to people-centered-ness,to rebuild publicity,and to cultivate“active citizens”.The second is to reconstruct the way of gover-nance at the urban-rural grassroots level,that is,to adhere to the guidance of Party building,to promote the autonomy of urban and rural residents,and to thoroughly practice the mass line.The last is to re-plan the art of good governance at the urban-rural grassroots,that is,to optimize governance structures,to internalize governance resources,and to activate public spaces.
