摘　　要：人民民主是社会主义的内在属性,蕴含着由本质、主体、目标、形式等民主要素所构成的完整结构。全过程人民民主作为党领导人民在社会主义民主政治实践中坚持守正创新的重大成果,也是马克思主义人民民主思想的时代表达。这一新型形式在本质开显上,将无产阶级的“人民当权”发展为人民利益与国家意志相统一的人民当家作主;在主体确证上,将“现实的人民”转化为具有主体地位的人民;在目标定位上,将“人的自由全面发展”时代化为人民对美好生活的向往;在形式创新上,将“全体人员都是立法者”具化为完整的制度体系和参与实践。全过程人民民主对人民民主的要素赋能以及由此产生的实践效能,集中体现了其作为人类政治文明新形态的鲜明特色和显著优势,是中国对世界民主发展的重大贡献。People’s democracy is an inherent attribute of socialism,containing a complete structure composed of democratic elements such as essence,subject,goal and form.The whole process of people’s democracy,as asignificant achievement by the Party’s leadership in adhering to integrity and innovation in the practice of socialist democraticpolitic,is also the expression of Marxist people’s democratic thought in the new era.In the manifestation of theessence of democracy,it develops the proletarian“people in power”into the people's ownership of the country thatunifies the interests of the people and the will of the state;on the confirmation of democratic subjects,it transformsthe“realistic people”in social history into the people with the dominant position;In the positioning of democraticgoals,it turns the realization of“free and comprehensive development of human beings”into meeting people’s pursuit of a better life;on the innovation of democratic forms,it concretizes“all personnel are legislators”intoa complete system and participation in practice.The full process of people’s democracy empowers the elementsof people’s democracy and the practical effectiveness it generates,which reflects its distinct characteristics andsignificant advantages as a new form of human political civilization.
