新时代多元社会力量主体参与城市贫困治理的有效性困境及其优化路径

摘　　要：新时代扎实推进共同富裕要求处理好城市贫困问题。城市贫困问题不仅反映出收入与财富分配的不均衡,也折射出社会排斥与不平等。面对呈现出相对性、隐蔽性、散发性和脆弱性的城市贫困现象,参与城市贫困治理的多元社会力量主体,有助于建立起联结基本公共服务体系与需求的信息机制、挖掘和激发贫困群体内生动力的发展机制和承担稳定长效的实施机制。第三次分配支持多元社会力量主体参与公益慈善事业和志愿活动,为社会力量参与纾解城市贫困提供了时代背景和政策支持。不过,在参与贫困治理中,多元社会力量主体与贫困群体的价值差异、偏好匹配、制度张力,以及可能面对的结构难题,使其面临治理有效性困境。为此,应通过在治理中纳入贫困群体立场、推动城市公共服务供给创新、构筑可持续的贫困治理组织与环境机制、促进城市社区治理内生性变革等路径,让多元社会力量主体在维护城市贫困群体尊严的基础上,通过参与提升城市公共服务供给、社会治理和社会文化水平,从而化解城市贫困治理。Advancing common prosperity in the new era requires us to addressthe problem of urban poverty which notonly reflects the uneven distribution of income and wealth,but also reflects social inequality and social exclusion.Inthe face of the phenomenon of relative,hidden,sporadic and fragile urban poverty,the diverse social forces involvedin urban poverty governance help to establish an information mechanism that connects the basic public servicesystem with demands,a development mechanism that taps and stimulates the endogenous motivation of poverty groups and maintains stable and long-term implementation.The third distribution supports the participation of diversesocial forces in public welfare charities and voluntary activities,providing the background of times and policysupport for the participation of diverse social forces in alleviating urban poverty.However,when participating inpoverty governance,the value difference,preference matching,institutional tension and possible structural problemsbetween the diverse social forces and the poor groups all cause them to face the dilemma of governance effectiveness.To deal with this,it is necessary to incorporate the position of poor groups in governance,promote innovation in urban publicservice supply,build sustainable poverty governance organizations and environmental mechanismsand promoteendogenous changes in urban community governance.On the basis of safeguarding the dignity of urban poor groups,diverse social forces should participate in improving urban public service supply,social governance and socialculture.To solve urban poverty governance.
