摘　　要：“令和的日本列岛改造计划”理论基础部分来自日本知名作家堺屋太一,但又呈现出政府强化干预以塑造新型经济范式的特点。“快乐日本”是该计划的招牌口号,改变“对人的投资”路径、较为完整地继承“投资运用立国”,这有助于民众“实现梦想”。“地方创生2.0”是该计划的核心内容,但有别于岸田政府的“数字化都市田园构想”,石破政府主张塑造地方新的经济状态和生活环境,同时将科技创新灵活运用于地方,以地方经济振兴实现日本整体经济目标。此外,石破政府面临“特朗普2.0”时代的新环境,因此试图在中日以及美日外交关系平衡的基础上继续强化经济安全底色。该计划提出的背景有多重,包括“新资本主义”构想推行3年后无法克服日本经济顽疾、区域经济发展不平衡、特朗普政府对日经济政策存在不确定性以及国际环境的剧烈变化。就“令和的日本列岛改造计划”的前景而言,虽然其存在财政泥潭导致融资困难,以及短期政权频繁更迭会削弱政策执行等现实困难,但构想体现出当前资本主义阵营经济战略的转换,故而其主要内容会在今后一定时期内存在可行性。The theoretical basis of the"Reconstruction Plan of the Japanese Archipelago in the Reiwa Era"partly comes from Taiichi Sakaiya,a well-known Japanese writer,but it also shows the characteristics of the government's strengthened intervention to shape a new economic paradigm."Happy Japan"is the signature slogan of this plan.Changing the path of"Investment in People"and relatively completely inheriting the concept of"A Nation Based on Investment and Utilization"are helpful for the public to"Realize their Dreams"."Local Revitalization 2.0"is the core content of this plan.However,different from the"Digital Urban and Rural Conception"of the Kishida administration,the Ishiba administration advocates creating a new economic state and living environment in local areas,and at the same time,flexibly applying scientific and technological innovation to local areas,so as to achieve Japan's overall economic goals through the revitalization of local economies.In addition,the Ishiba administration faces the new environment of the"Trump 2.0"era,so it attempts to continue to strengthen the foundation of economic security on the basis of balancing the diplomatic relations between China and Japan as well as between the United States and Japan.There are multiple backgrounds for the proposal of this plan,including the inability to overcome Japan's economic stubborn diseases after the implementation of the"New Capitalism"concept for three years,the unbalanced development of regional economies,the uncertainties in the economic policies of the Trump administration towards Japan,and the drastic changes in the international environment.As for the prospects of the"Reconstruction Plan of the Japanese Archipelago in the Reiwa Era",although there are practical difficulties such as financing difficulties caused by the financial quagmire and the weakening of policy implementation due to frequent changes of short-term governments,the concept reflects the transformation of the economic strategies of the current capitalist camp,so its main contents
