摘　　要：当前基于单一维度研究解决城镇化重大问题具有局限性。要破除当前以“就市民化论市民化,就产业论产业,就空间论空间,就治理论治理”的城镇化思维,以系统观念下推进以人为核心的新型城镇化,其总体思路是:围绕1个核心,立足2个大局,理顺3个关系,统筹4个维度。其中以人为核心是提升新型城镇化质量的本质要求,中华民族伟大复兴的战略全局和世界百年未有之大变局是高质量推进新型城镇化建设的基本出发点,把握好短期与中长期的关系、公平与效率的关系、新型城镇化与新型工业化以及乡村全面振兴的关系是提升城镇化质量的重要保障,实现人口、产业、空间、治理4个维度相匹配是系统观念下提升新型城镇化质量的关键。The current research on solving major urbanization problems based on a single dimension has limitations.To break the current mindset of urbanization that focuses on“urbanization based on urbanization,industry based on industry,space based on space,and governance based on governance”,and promote a new type of urbanization with the people centered systematically concept,the overall idea is to focus on one core,establish two overall situations,clarify three relationships,and coordinate four dimensions.Putting people at the core is the essential requirement for improving the quality of new urbanization.The strategic overall vision of the great rejuvenation of the Chinese nation and the unprecedented changes in the world are the basic starting points for promoting high-quality construction of new urbanization.Grasping the relationship between short-term and medium term,fairness and efficiency,new urbanization and new industrialization,and comprehensive rural revitalization is an important guarantee for improving the quality of urbanization.Achieving the matching of population,industry,space,and governance in the four dimensions is the key to improving the quality of new urbanization under the system concept.
