摘 要:随着道路货运需求的增长,超限超载现象日益频繁,传统的固定和流动治超方式暴露出许多弊端,已难以满足当前的治超需求。文章以江苏省如东县为例,深入分析了在普通公路超限超载治理中引入非现场执法模式的实践,详细阐述了该模式的系统构成和应用流程。该模式通过多个子系统的协同作用,实现了全面检测与精准识别,取得了显著的实践成效。具体表现为国省干线的超限超载率大幅下降,执法力量不足等问题得到了有效缓解。此外,文章指出了如东县在查处本地短途车辆时面临的困难,并提出了相应的解决对策,对提升治超效率、保障交通安全具有重要意义。With the increasing demand for road freight transportation,the phenomenon of overloading and overloading has become increasingly frequent.Traditional fixed and mobile overloading control methods have exposed many drawbacks and are no longer able to meet the current demand for overloading control.The article takes Rudong County in Jiangsu Province as an example to deeply analyze the practice of introducing non site law enforcement mode in the control of overloading and overloading on ordinary highways,and elaborates on the system composition and application process of this mode in detail.This model achieves comprehensive detection and accurate recognition through the collaborative action of multiple subsystems,and has achieved significant practical results.The specific manifestation is that the overloading rate of national and provincial trunk lines has significantly decreased,and the problem of insufficient law enforcement forces has been effectively alleviated.In addition,the article points out the difficulties faced by Rudong County in cracking down on local short distance vehicles and proposes corresponding solutions,which is of great significance for improving the efficiency of overloading control and ensuring traffic safety.
